The client is a Victorian public sector body delivering essential services that strengthen trust in governance and administration. 

The Challenge: Modernising Legacy Infrastructure for an AI-Ready Future

The client’s existing data infrastructure had reached end of life, constraining both operational efficiency and strategic insight. Their existing systems were creating data silos and fragmented reporting that increased operational overheads. 

Heavy compliance controls were forcing many data tasks to be handled manually, which slowed decision-making. It was becoming challenging to extract timely insights or implement any AI-driven automation.

V2, along with our client, sought to establish a modern enterprise data platform that brings together multiple technology layers like data storage, operations, semantics, reports, and dashboards. A key objective was to establish infrastructure and data pipelines that support end-to-end automation and integrate with their existing Microsoft Azure cloud systems.

The Solution: A Bespoke Databricks Platform on Azure

After conducting thorough discovery workshops with all key stakeholder groups, V2 AI designed and delivered a comprehensive Databricks data platform on Microsoft Azure. This platform acts as a single source of truth for all data, enabling automated, real-time analytics on operational performance.

Why Databricks

Databricks was chosen because it supports

  • Both present and future requirements - The client can run both traditional data lake and warehouse workloads and easily expand to advanced AI use cases once ready.

  • Easy management and maintenance - Databricks' SQL-first approach enables comprehensive functionality management using SQL, which capitalises on as well as enhances the existing team’s skill set without sacrificing capability.

  • Flexible development - A unified interface for Query Editor, Notebooks, and external source connections supports SQL, R, and Python for more building options.

  • Cost-effective integration - Due to Azure-native integrations with costs managed through existing Azure billing and support structures, there is no additional effort than maintaining a standard database instance, storage, or networking within Azure.

Native connectors, such as LakeFlow Connect, were used to ingest data from multiple sources and in varying formats. Unity Catalog was implemented to provide central governance for data and AI assets.

Their new Databricks platform simplifies the management of multiple complex compliance obligations and reinforces the client’s commitment to data protection, security, privacy, and transparency.

For example, it ensures sensitive data is continuously protected through automated detection and classification of personally identifiable information (PII) and fine-grained access control measures.  It allows for clear audit trails through full lineage tracking across all data sources and within the system. 

Operational Efficiency

Previously dispersed datasets across multiple systems contributed to redundant processing and complex reporting workflows. Their new unified Databricks platform consolidates all data into a single source of truth, reducing operational overheads and allowing multiple teams to focus on delivering high-value insights over managing fragmented systems.

Increased Innovation Capabilities

The client is now positioned to adopt AI-driven and data-centric innovation with confidence. Databricks Apps enable teams to securely build and share data and AI applications. Mosaic AI provides a unified environment for developing and governing AI models and agents. This unlocks new opportunities for analytics and optimisation, especially for use cases that involve large volumes and multiple different formats of unstructured data.

Capability Upliftment and Self-Sufficiency

Throughout the engagement, V2 AI delivered structured upskilling and knowledge transfer to strengthen the client’s internal data capabilities. Our engagement model and project methodology introduced automation and best practices across testing, governance, and DataOps, enhancing overall engineering maturity. The client’s data team can now independently manage the platform end-to-end, from infrastructure to data pipelines, without relying on external consultancies.
